Kopps (2003)
A small Swedish village, Högboträsk, is so peaceful that crime is nonexistent. The police spend their shifts drinking coffee, eating hot dogs and chasing down runaway cows. This is all well and good for the village's own police, but the police management board wants to discontinue the local police force for lack of crime.

Kopps is the kind of comedy that sneaks up on you: a laid-back Swedish cop movie where the biggest thrill is a runaway cow—until the officers’ very existence is threatened and their small-town boredom turns into gleeful, escalating mischief. Josef Fares keeps the tone breezy and absurd without losing affection for these lovable, slightly pathetic public servants, and the laughs land with a consistency that many louder American “cop comedies” never manage. It’s warm, deadpan, and mischievously inventive, with a cast that sells every ridiculous beat as if it’s just another day on the job. If you want gritty action or realism, look elsewhere, but if you’re in the mood for a smart, oddball farce with a surprisingly big heart, this one’s an easy yes.
Kopps is trying to be a laid-back, small-town action-comedy where the joke is how desperately these cops need crime to justify their own existence, and it leans into that premise with escalating staged “emergencies.” The problem is that the humor is broad and repetitive, and if you don’t click with the deliberately silly tone, the movie can feel like a series of sketches rather than a story that really builds. The action is more slapstick than thrilling, and the frequent profanity plus a few iffy moments (including a slap) may land sour if you’re expecting something warmer or sharper. Still, the cast has an easy charm and the Swedish deadpan vibe can be genuinely amusing—just don’t go in expecting a tight, punchline-dense comedy or a real action film.
