Chez Starbuck makes Cody’s confusion and excitement easy to root for, and the friendship dynamics—especially with the science-nerd ally who actually matters—give the adventure a cozy, small-town charm. If you’re allergic to late-’90s TV-movie cheesiness or simple effects, it may not convert you, but if you want a light, laugh-friendly family watch with real affection in its storytelling, this one still holds water.
The Thirteenth Year is clearly aiming for a sweet, kid-friendly “coming-of-age but make it magical” story, with a mermaid twist and just enough adventure to feel like a special event.
