Article 99 (1992)

Article 99 is one of those rare studio films that gets righteously angry on behalf of people who’ve earned better, then channels that anger into a rowdy, big-hearted pressure-cooker of a story set inside a VA hospital. Howard Deutch finds a sharp, MASH-adjacent rhythm where gallows humor and genuine outrage coexist, and the cast sells it with conviction—Ray Liotta’s combustible leadership, Kiefer Sutherland’s idealism curdling into resolve, and Forest Whitaker’s grounded compassion give the movie its pulse. It’s less a tidy drama than a scrappy act of cinematic triage, full of rule-bending camaraderie and moral urgency as the doctors push back against a system built to say “no.” If you need subtlety or clean tonal consistency, it may feel a little unruly, but if you want a film that cares loudly and means it, Article 99 still lands like a needed argument.

Article 99 is clearly trying to be a righteous, crowd-pleasing “doctors vs. broken system” story, with a satirical edge and real sympathy for veterans getting crushed by bureaucracy. The problem is it can’t decide whether it’s an angry drama or a cheeky caper, so the jokes land awkwardly against genuinely grim stakes, and the plotting often feels engineered to hit big moments rather than earn them. If you’re sensitive to tonal whiplash or you want sharp, believable hospital realism, this may feel contrived and a bit melodramatic. That said, the cast brings enough conviction and energy to keep it watchable, and if you like underdog rebellion movies that run on attitude more than nuance, you’ll probably have a decent time.
