Above the Law (1988)

Andrew Davis shoots Chicago with a crisp, gritty specificity that makes the danger feel close and immediate, while Steven Seagal’s Nico moves through the film with a confident, bone-crunching physicality that still stands out among the era’s action heroes. What really hooks you is the way the plot keeps widening—vice-squad ground work, federal pressure, and shadowy agency ties—so the momentum comes as much from intrigue as from impact. It’s undeniably violent and rough around the edges, so it won’t be for viewers who want their thrillers gentle, but if you’re on the fence, this is the kind of tough, well-made genre ride that earns its reputation.

Above the Law is trying to be a hard-edged, conspiracy-tinged cop thriller with a righteous hero taking on corruption that goes way above his pay grade, and you can feel the ambition in the CIA backstory and Chicago street-level grime. The problem is it often plays like two different movies fighting for control: grim political outrage on one side, and over-the-top “Nico solves everything with his fists” wish-fulfillment on the other, which can make the plot feel messy and the tone unintentionally goofy. If you’re allergic to macho posturing, clunky dialogue, and a story that expects you to just go with it, this will test your patience. Still, Andrew Davis gives it a solid sense of place, the action has a blunt, old-school impact, and if you want peak early Steven Seagal doing bone-crunching aikido with zero subtlety, it delivers exactly that.
