The problem is it rarely cashes in on that setup: the story leans into predictable beats, the suspense doesn’t build as sharply as it should, and the ideas never get much deeper than “containment is hard and people panic.” Performances from Sam Waterston and Yaphet Kotto help give it some authority, and the makeup effects deliver a few nasty images, but the overall construction feels workmanlike rather than genuinely gripping.
