Clint Eastwood’s granite-calm persona plays wonderfully off Tyne Daly’s sharp, game rookie, and their uneasy partnership gives the film a pulse beyond the gunfire—more human, more playful, and more engaging than you might expect. The pacing snaps along with confidence, building set pieces that feel cleanly staged and satisfyingly direct without forgetting to let characters breathe between bursts of danger. If you want a morally knotty deep-dive, this isn’t that kind of crime movie, but if you’re on the fence and craving a lean, entertaining action ride with real buddy-cop chemistry, it’s an easy yes.
The Enforcer is clearly trying to keep Dirty Harry’s rough-edged swagger alive while modernizing the formula with a new partner dynamic and a “ripped-from-the-headlines” terrorist threat. The problem is that it often feels like a lesser rerun: the plot moves where it needs to rather than where it naturally should, the villains don’t have much bite, and the tone wobbles between hard-boiled menace and lighter banter in a way that can feel forced. If you’re coming for the lean, nasty punch of the earlier entries, this one may strike you as predictable and oddly tame, even when it’s trying to be explosive. Still, Clint Eastwood’s screen presence and a few bursts of action and attitude can make it a serviceable watch if you’re mainly here for Harry being Harry.
